Clear Lake City was the first substantial development, second-largest master planned community within the Greater Houston area. Developed by James Marion West, originally from Mississippi, a wealthy businessman who had interests in lumber, ranching, and oil. A company then called Humble Oil purchased land in this area after oil was discovered in 1938, Humble Oil is now known as Exxonmobil. After the decision was made to develop the Johnson Space Center, the business community decided to make a residential development in this area and in 1963, established the Clear Lake City Community Association, Inc.
